A newly disclosed email supports the timeline of a Code of Conduct complaint sent four days before Kamloops Council voted to restrict public complaints. With questions remaining about what councillors knew, why residents were given conflicting explanations and how investigations are administered, I am calling for a fully independent forensic audit.
