About the Author
Kamloops Critic is operated by Richard Wilbur, a long-time Kamloops resident with a strong interest in municipal governance, transparency, and public accountability.
Richard began closely following City Hall during the 2024 Alternative Approval Processes (AAPs) for the proposed Performing Arts Centre and Arena Multiplex projects. As he reviewed council reports, financial information, public communications, and meeting discussions, he became concerned that many residents were not receiving enough clear, accessible information to fully understand the scope, cost, and long-term implications of the projects being presented to the public.
What started as research into the AAP process gradually expanded into a broader examination of municipal decision-making, public consultation, governance practices, and the way civic issues are communicated in Kamloops.
With a background in software development and technical problem-solving, Richard approaches local issues with a research-oriented mindset that emphasizes documentation, timelines, source material, and careful review of public records. Kamloops Critic was created as an independent platform to share that work with the wider community.
