A simpler way to take part in the current AAP
Kamloops residents currently have a limited time to respond to the City’s Alternative Approval Process (AAP) on two borrowing bylaws. Full details, including deadlines and project descriptions, are available at kamloopsaap.ca.
For those planning to submit a response, a new tool—the Kamloops AAP Submission Service—offers a simpler way to complete the process.
The service allows residents to fill out their response online without printing or scanning forms. It follows the same requirements set by the City but removes several of the manual steps.
Why this matters right now
AAPs are time-sensitive. If enough response forms are not submitted before the deadline, the City can move forward with borrowing without holding a public vote. That makes timing important.
Residents who want their response counted must submit it before the deadline using the required format. This new service focuses on making that step easier.
Where the idea came from
The concept for the tool came from another Kamloops resident who recognized how awkward the process can be.
During the previous AAP, completing the form often meant printing it, filling it out by hand, scanning it, and emailing it back.
The developer recalls that experience:
“Last time, I printed the form, filled it out, scanned it, and emailed it. I could do it, but it was a hassle. I had a scanner—most people don’t.”
For many residents, especially those who rely on a phone or basic computer setup, those steps can be enough to delay or prevent participation.
How the service works
The Kamloops AAP Submission Service walks users through the same information required by the City’s official form.
Once completed, the system generates the response and automatically sends the email to the City on the user’s behalf. Users also receive a copy of that email for their records.
“The goal was simple—keep the process the same, but remove the extra steps.”
The service does not replace the City’s process. It helps residents complete it more quickly and with fewer barriers.
Accuracy and user confidence
Care has been taken to ensure the generated forms match what the City requires.
“I’ve made sure the forms reflect the City’s requirements. And because the email is sent automatically, users know it’s been submitted. They also get a copy, so they have a record.”
Residents are still responsible for ensuring their information is correct, but the structure of the form is designed to align with the official requirements.
A small change that may matter
The AAP process itself has not changed. The threshold, deadlines, and legal requirements all remain the same.
What has changed is how easy it is to complete a response.
For some residents, removing the need to print, scan, and manually email a form may be enough to make participation manageable.
With the deadline approaching, that difference could matter.
Disclosure
The developer of the Kamloops AAP Submission Service is also the author of this article, and one of the owners of Wilbur's Web.
This tool is offered as a free public service to Kamloops residents. It was built to solve a practical problem: making it easier for residents to take part in a process that depends on public response.
