The Mystery of the Released Letter

Kamloops City Council delivered a confidential letter to the Mayor on Dec 9th, 2022. Over 2 years later, they decided to release its contents to the public. Why now?

City Releases Letter

Sometime after July 29, 2025, the City added the letter to their Legal Matters page. Under a sub-heading of “Confidential Letter of Concern from Council”, they state:

Following repeated requests from Mayor Hamer-Jackson, Council authorized the release—on July 29, 2025—of a letter originally provided to the Mayor on December 22, 2022, explaining the purpose of two closed meetings held earlier that month.

Media Reports On Release

On Aug 20, 2025, CFJC Today’s Michael Reeve reported on the letter’s release. A couple days later, Castanet’s Kristen Holliday reported on it as well.

Sarai Explains Release

Councillor Bill Sarai told CFJC Today “As we are getting the approval, we are releasing everything so the public can see. We are trying to be transparent and good governance to show what we have been up against since December of 2022”.

Here’s The Good Part

Mere days after local media reports on the release of the letter, it is used against the Mayor in Councillor Katie Neustaeter’s application for dismissal of the Mayor’s defamation suit against her.

Honcharuk Report

If what Sarai says is true, I expect the Honcharuk Report will be released any day now. It’s long overdue, and the public can only imagine what’s in it. The Honcharuk Report (aka The Integrity Group Report) was prepared as part of an investigation into allegations of bullying and harassment by the Mayor. 

While they’re at it, let’s see the results of the $57,956 paid to the Anita Atwal Law Corporation in 2024. Atwal’s firm specializes in workplace law and investigations.
