Just one day after the meeting referenced in our previous article, Councillor Kelly Hall is at it again. In the TNRD’s Policy and Governance Committee meeting on Wednesday, Sep 10, 2025, Hall was blatantly obvious in his lack of interest in the meeting.

Chair Roden
Director Barbara Roden is the current Chair of the TNRD Board of Directors. She is also the Mayor of Ashcroft. While Roden wasn’t chairing this particular meeting, she was sitting behind Hall and was speaking while Hall engaged in his antics in the images above.
Director Kerslake
Director Rob Kerslake is the Mayor of Barriere. One can only imagine his thoughts as he observed Hall’s behaviour.
Earning His TNRD Raise
As a municipal director, Hall “earns” $18,140 per year after the TNRD directors voted to give themselves a 2.6% raise in March 2025.
Perhaps the TNRD should give him a 10 – 30% pay cut to account for his limited contribution. After all, why should a director that can’t give his full attention for a half hour meeting receive full pay?
Hall Is On TNRD Finance Committee
If you are concerned about the TNRD’s finances, you may be dismayed to learn that Hall is also on the TNRD Finance Committee.
During their last Finance Committee meeting, Hall was “researching” Canoe. This was despite the item related to the Canoe Procurement Group of Canada appearing on the agenda ahead of time. For $18k / year, I expect directors to come to their meetings prepared.
Representing Kamloops
To make matters even worse, Hall is currently Deputy Mayor for the month of September. This is unacceptable behaviour for any Deputy Mayor.
As a concerned and embarrassed citizen and taxpayer, I’ve written to citycouncil@kamloops.ca. At the very least, Council should appoint a different councillor as Deputy Mayor and remove Hall from the Deputy Mayor rotation for the remainder of his term.
Oath Of Office
One of the items council members swear to is “I will be respectful of others”. While Hall clearly wasn’t respectful to Roden, Kamloops council members seem to frequently breach this item.
Election 2026
The next election is October 17, 2026. If you were considering voting for Kelly Hall, please reconsider.

Can’t wait for the next election
Councillor Hall is always disrespecting the Kamloops Mayor and other councillors! I have been to several meetings at City Hall where Hall is on his phone or quietly cheeping at the Mayor to resign! He needs his walking papers and anger management as well as a lesson in respect!
I was always told ‘ if you don’t respect others, it’s because you don’t respect yourself’ perhaps that’s the case here as well!
